OBIEE 11g: Horizontal Scale-Out Of The System Components in Enterprise Manager With SSL Configured Fails With 'Activate Changes - Failed.' (Doc ID 1987427.1)

Symptoms

While performing a horizontal scale-out cluster, after finishing BI Configuration Assistant, we are trying to scale the BI System Components in Enterprise Manager by increasing them from 0 to 1.
It fails when Activating Changes in EM.

Activate Changes - Failed.
Commit failed with 1 errors and 2 warnings.  Problems reported by: instance2:coreapplication_obis1.  See detailed logs for more information.
