Symptoms

Informatica 9.5.1 HF2
DAC 11.1.1.6.4
OBIA 7.9.6.4

DAC and Informatica are not able to connect to EBS Database.  Getting the following error:-

DAC Error - IO Error : The Network Adapter could not establish the connection
Informatica Error - ORA-12170: TNS:Connect timeout occurred
