Planning users are not able to view the ASO cube in EAS Console

Symptoms
We are trying to implement ASO Planning applications based off of a current BSO application by adding an ASO Plan Type. Our users are not able to view the ASO cube in EAS Console. Users do not have full admin rights to the server as the server hosts other applications users are not allowed to access. When trying to register the ASO cube through EAS console (by Right clicking the cube and selecting "Register"), we receive a message, "Error: 1051494: Re-registration not allowed on planning application". However, the ASO cube does not display in Shared Services. Users who have full admin access are the only users who are able to view the ASO Plan Type Cube.
