Only Return Rows Relevant To The User Running The Agent Is Disabled On 11g Agent

Customer is creating an Agent in OBIEE Analytics and needs results limited to the data relevant to the user(s) receiving the report.
The Agent is configured to send based on user ID on which data will be filtered for user and delivered. This is generally working.
What is not working is that users are getting more data than their relevant data.
Customer notices that check box "Only Return Rows Relevant to the User Running the Agent" is disabled.
Users expect only relevant data to be delivered, by selecting check box "Only Return Rows Relevant to the User Running the Agent"
The issue can be reproduced at will with the following steps:
1. In OBIEE analytics, configure an Agent to deliver results to specific users
2. note that "Only Return Rows Relevant to the User Running the Agent" is disabled on the Recipients tab.
3. when agent is run, more than just the relevant data is delivered
