OBIEE 11g Slow Login Accessing OBIEE and/or Receive Error: 'Error: An Invalid Username Or Password Was Entered' (Doc ID 2009320.1)

Symptoms

At the BIEE login page on a 4 node cluster, on providing their Username and Password, the screen changes and shows the loop with signing in message for 30-60 seconds before throwing the error message:

"An Invalid Username Or Password Was Entered".

This happens twice or 3 times in peak usage hours before it logs you in.
