Errors In Workspace When Accessing Though IIS

Windows Server 2012 R2
Within new installation of Enterprise Performance Management (EPM) 22.214.171.124 on a Microsoft (MS) Windows Server 2012 R2 machine, IIS8.5, and Weblogic Server, errors are seen for all icons and menu items within EPM Workspace when connecting though IIS.
The errors are all similar in that they are looking for a language specific file name, but have no language.
- The Explore icon is looking in cds_global_??.js, where the '??' should be a country code (in this case EN).
- However as it has no country code its failing to find the files with the icons in and erroring.
- This is the same for all the menu items as well.
When connected directly to the Weblogic server and bypassing the IIS redirect, the problem is not seen.
