Unable to see the new RPD after deployment (Doc ID 2017564.1)

Symptoms

Customer deployed new RPD in the EM. However upon logging in to application users were unable to see the new RPD

Checking the deployment logs and Diagnostic logs following errors were found:

Jun 3, 2015 04:25:34 PM EDT OBIPS Error retrieving user/group data from Oracle BI Server's User Population API.
Jun 3, 2015 04:25:34 PM EDT OBIPS Unable to create a system user connection to BI Server while running user population queries
Jun 3, 2015 04:25:34 PM EDT OBIPS Odbc driver returned an error (SQLDriverConnectW).
Jun 3, 2015 04:19:49 PM EDT AdminServer MBean attribute access denied.  
Jun 3, 2015 04:19:47 PM EDT AdminServer MBean attribute access denied.
