OBIEE 11g - 'Display Time Zone' Settings are Not Getting Applied on Custom Format Columns of Date-Time Data Type

On 220.127.116.11.x version of Oracle Business Intelligence Enterprise Edition (OBIEE) - Analytics, in a report that includes 'datetime' data type column,
below is the requirement:
- the data in that date-time column has to be changed according to the time zone that is selected from the data format options (in the Criteria tab,in Column Properties, Data Format under -"Display Time Zone" ).
To achieve this,
- the values for the 'DefaultDataOffset' and 'DefaultDataDisplay' parameters in the instanceconfig.xml file were already set.
For example - The below shows a sample format of the time zone section:
<Logging>(GMT-08:00) Pacific Time (US & Canada); Tijuana</Logging>
<DefaultUserPreferred>(GMT-08:00) Pacific Time (US & Canada); Tijuana</DefaultUserPreferred>
<DefaultDataDisplay>(GMT-06:00) Central Time (US & Canada)</DefaultDataDisplay>
It is expected that the DefaultDataDisplay has to retain the timezone that was chosen, in the data format tab.
However, it is noticed that the DefaultDataDisplay that was set, resets to "default" on reopening the 'data format' tab of the 'column properties'.
