OBIEE 11g - 'Display Time Zone' Settings are Not Getting Applied on Custom Format Columns of Date-Time Data Type (Doc ID 2018092.1)

Symptoms

On 11.1.1.7.x version of Oracle Business Intelligence Enterprise Edition (OBIEE) - Analytics, in a report that includes 'datetime' data type column,
below is the requirement:

It is expected that the DefaultDataDisplay has to retain the timezone that was chosen, in the data format tab.

However, it is noticed that the DefaultDataDisplay that was set, resets to "default" on reopening the 'data format' tab of the 'column properties'.
