OBIEE 11g: There is no List of Values when Creating a Filter in BI Composer (Doc ID 2025285.1)

Symptoms

You have installed OBIEE 11.11..7.x.
How can you have a list of values when adding a filter with 'is equal to' operator when creating an analysis with Bi Composer?
If you follow these steps there is no list of values.

1. Change preference in My Account to use the BI Composer instead of the Full Editor.
2. Then New > Analysis > pick a SA.
3. Create Analysis: Select Columns.
4. Next.
5. Create Analysis: Select Views.
6. Select views to include in the analysis.
7. Title titleX.
8. Table Table View.
9. Next.
10. Create Analysis: Edit Table.
11. Next.
12. Create Analysis: Sort and Filter.
13. Sort columns and apply filter.
14. Filter > Add Filter > Select Column.
15. P1 product "is equal to".

Notice that there is no list of values to create the filter.
