Symptoms

Upgrading a Fusion Middleware Home (FMW) that includes OBIEE and ODI (Java EE install) from 11.1.17 to 11.1.1.9 is returning error "INST-07407".

The java version is jdk1.6.0_45.

The install has been tried using jdk1.7.0_80 and is returning the same error message:

"INST-07407:Unable to detect machine platform or JVM bits."
