Exalytics and Essbase 11.1.2.4.002 Financial Reports (FR) Are Not Using 'ASODYNAMICAGGINBSO' or Hybrid Aggregation

Symptoms
When using an Exalytics bare metal Linux 5.5 server with Essbase 11.1.2.4.002, Smart View 11.1.2.5.410 and Financial Reporting (FR) 11.1.2.4.003, there are inconsistent results with the 'ASODYNAMICAGGINBSO' setting.
Specifically, when this setting is enabled in essbase.cfg on a test cube, the results are quickly returned with SmartView, but are much slower with FR.
For example, when a Smart View 11.1.2.5.410 retrieve is run, the log file shows 'Hybrid Aggregation Mode enabled' and the results are returned in 0.05 - 0.08 seconds.
When a Financial Report with the same query is run, the message is not seen in the log file and the results take 282-284 seconds to display.
