ACTUAL BEHAVIOR

Dashboards tab is taking anywhere from 30 seconds to two minutes to display the dashboard prompts.
EXPECTED BEHAVIOR

Dashboard prompts should be displayed instantly
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. login into analytics
2. open dashboard with prompts, but other performance manifestations may be observed

This behavior is not observed using non-SSL enabled SQL*Net / OCI listener.
This behavior was working with SSL enabled SQL*Net / OCI listener prior to a specific date.
The sqlnet.ora on the OBIEE Server ("client" side) includes SSL_CERT_REVOCATION=NONE
The issue is observed in multiple environments.
Changes
- On a specific date and time: Domain Name Server (DNS) resolution for all clients (this includeds the OBIEE server which is a "client" to the database) was switched to use a new DNS router.
- The previous DNS router/server binds used authoritative answers (AA).
- The new DNS router/server is not authoritative for the domain zone; therefore, the "authoritative answer" flag is not sent in the response.
