Discoverer Plus 11g Showing a Blank Screen / Not Working Since Java Upgrade To 1.7.0_71

Discoverer Plus will not open since client Java was upgraded to 1.7.0_71. It was working fine with a lower version of Java 1.7, but since the latest Java upgrade, Discoverer Plus just goes to a blank white screen.
It will display properly once the Java cache is cleared but all subsequent attempts will fail until the cache is cleared again.
Discoverer Plus should launch successfully with Java Upgrade to 1.7.0_71.
The issue can be reproduced at will with the following steps:
- Open browser.
- Launch Discoverer Plus URL in browser.
- Login and launch...blank screen.
