OBIEE 11g Unable To Seed Cache For All Users When Using Agents (Doc ID 2047003.1)

Symptoms

Agents are not seeding the cache properly.
The Agent runs at scheduled time but Cache is not seeded for all users. Sometimes the cache is seeded for one user, sometimes for two users, but not for all users. There are no errors in the log files around the time the Agent runs.
