Employee Headcount Is Not Matching With Source Data In HR Analytics 11.1.1.8.1 (Doc ID 2054611.1)

Symptoms

Employee Headcount is not matching with source data in HR analytics 11.1.1.8.1

We have implemented OBIA 11.1.1.8.1 HR Analytics. We have done the full data load first time and the employee headcount is not matching with Peoplesoft 9.1(Source System) Employee headcount.
Please find attached report name and query in the document attached here.

Data is present in the fact table (W_WRKFC_EVT_MONTH_F) used in the headcount report but it is getting filtered from effective date condition(Query is attached in the SR) or see below:

In above condition hardcoded date = TO_DATE('2015-02-25 00:00:00' , 'YYYY-MM-DD HH24:MI:SS')) is HR WRKF_MAX_EFFECTIVE_DT which we have set up as load run date in RPD.

For each employee there are 12 records present in the fact table as snapshots.
