LCM: Unable to access the Artifacts Folder. The Filesystem node in blank and unable to upload the Artifacts.

Unable to open Artifacts folder in shared services.
The behavior can be replicated with the following Steps:
- Log into Workspace.
- Navigate to Administer>Shared Services Console
- Expand the File System Node
- It is unresponsive.
- The Exported Artifacts do not display.
