Symptoms
New OBIEE 11g Installation failed with the following errors:

The issue can be reproduced at will with the following steps:
1. Completed running the RCU.
2. Started Enterprise Install.
3. Half-way through, the step 'creating instanc1' failed for the following reason - error produced.
4. When checked, there was no directory called OPMN in /u01/app/oracle/admin/instance1.
