OBIEE 11g/12c - A non-Administrator User Cannot Save an Agent due to "The following error has occurred: InsufficientPermissions" (Doc ID 2069473.1)

Symptoms

On OBIEE 11.1.1.9.x and OBIEE 12c ...

For some Agents (iBots) only, when a user edits the Agent (for example, changes the Subject in the Delivery Content tab) and then clicks on the "Save this Agent" icon, the following error is thrown:

The following error has occurred: InsufficientPermissions

This issue is *not* encountered by Administrator level users.

For a non-Administrator level user, this issue is only encountered when Run As = Use Agent Owner's Credentials in the General tab and the user is not the "Agent Owner"; this issue is not encountered if Run As = Recipient.

The issue can be demonstrated as below, where the biauthor1 and biauthor2 users are members of the default BIAuthors group; and they both have all "Delivers" related privileges and the "Admin: Catalog > Change Permissions" privilege in the Web Catalog:-

1. biauthor1 creates Agent1 with Run As = Use Agent Owner's Credentials (which is the default).
    biauthor2 edits Agent1 and makes a change (for eg. modifies the Subject in the Delivery Content tab); upon save, see the InsufficientPermissions error is thrown.

2. biauthor1 creates Agent2 with Run As = Recipients.
    biauthor2 edits Agent2 and makes a change (for eg. modifies the Subject in the Delivery Content tab); upon save, see the Agent is saved successfully.
