If a Condition is created based on a Hierarchical Column, then that Condition cannot be re-ordered via the Up and Down buttons. For example, see the reproducible case below:-
1. Create a new Analysis with a Hierarchical Column, an Attribute Column and a Measure Column. For example:
New > Analysis > Sample Sales Lite ... Time.Time Hierarchy, Products.Brand, Base Facts.Revenue
2. Create a condition based on the Hierarchical Column. For example:
On Revenue > Column Properties > Conditional Format tab > Add Condition > Select "Time Hierarchy", is equal to / is in 2008
In Edit Format, select Background Color = Red
3. Create a condition based on the Attribute Column. For example:
On Revenue > Column Properties > Conditional Format tab > Add Condition > Select "Brand", is equal to / is in Biz Tech
In Edit Format, select Background Color = Yellow
4. See the 2 Conditions in the Column Properties > Conditional Format tab and the Move Up / Move Down arrows (buttons), but the Condition on the Hierarchical Column cannot be moved. For example:
Click on the Move Up / Down arrow next to Brand and see the condition will change location.
Click on the Move Up / Down arrow next to Time Hierarchy and see nothing happens / the condition will not change location.
