OBIEE 11.1.1.9 -- Application Roles Not Found In RPD and Identity Manager (Doc ID 2074611.1)

Symptoms

In OBIEE 11.1.1.9, new application Roles are not found in RPD (identity manager)  

New roles should appear after sync

The issue can be reproduced at will with the following steps:
1. Create new application roles in EM for custom security
2. Open the RPD with the Administration Tool in online mode, and click Manage > Identity.
3. In the Identity Manager dialog, new application roles don't seem to be appearing even after you clicked Action > Synchronize Application Roles menu.

This worked fine in previous versions of OBIEE 11G.
