OBIEE 11g: OPMN Crashes and the Log shows BIND (Unknown error) (Doc ID 2080667.1)

Symptoms

OBIEE 11.1.1.9.0 has been running successfully for a while, but upon a subsequent restart, it is discovered that the OBIEE system components can not be started as the OPMN Process is crashing when invoked either via "opmnctl startall" or via the Oracle Process Manager windows service. 

Upon "opmnctl startall", see the following notification:
