NLS: Discoverer 11g Plus Export to Excel / HTML Fail to Open or Error When the Workbook Name Contains Non-ASCII / Multi-Byte Characters

Exporting a workbook with a non-English name (non-ASCII / multi-byte character language like Japanese or Chinese) to HTML or Excel does not automatically open after export. The export file is created, but cannot be opened automatically.
The export to HTML from Discoverer Plus using either Firefox or Internet Explorer, the browser window is launched but the HTML export file is not opened. The user will see a blank browser or the browser's home page.
The export to Excel from Discoverer Plus using the Firefox browser, an error is displayed in Excel.
Both export types are working if the workbook name does not contain non-ASCII characters. This is issue is present for multi-byte languages.
