OBIEE 12c: Newly Created Application Roles Do Not Appear in the RPD

Create a new application role in Enterprise manager (EM) under 'OBI' application stripe or via Weblogic Scripting Tool (WLST)
The requirement is to use this new role in the Repository (RPD) to define some data filters and object permissions.
However, when you open the RPD in online mode and go to manage identity, you do not see this newly created role (not even after bouncing all services. )
