INVALID_WSDL Error When Logging Into FCM Or Opening a Period / Schedule (Doc ID 2090702.1)

Symptoms

Multiple Symptoms:

1) Cannot login to FCM from Workspace,

2) The Validation Schedule may fail with the following warning:

"Warning: there is not task execution instance running for this schedule.
Possible causes are:
Exceptions happened when main orchestration process tried to invoke task execution composite. Pleas check SOA server diagnostic log for more details. One of the common cause is security exception."

 3) The soa_server1-diagnostic.log throws the following error during the ARM/FCM Validation Test:
