OBIEE 11g: OBIEE analytics is not accessible when all services are up (Doc ID 2092422.1)

Symptoms

All services show as up, which include WLS services and OPMN servics. Analytics, which is using 9704, is showing as up but is getting a page cannot be displayed error.
