OBIEE : BIMAD Does Not Work After Upgrading To 11.1.1.9.5. (Doc ID 2096295.1)

Symptoms

After upgrading from 11.1.1.7 to 11.1.1.9.5 OBIEE Mobile App no longer functions.

You are able to login to OBIEE and create reports/dashboards and even BI Publisher objects but when you want to create a new Mobile App by clicking New > Mobile Application (and nothing happens).

Service shows as running and healthy in weblogic. When starting OBIEE, you see the following error in log:
