OBIEE 11g: Config.sh Is Timing Out While Starting Managed Server (Doc ID 2099433.1)

Symptoms

Trying to manually install OBIEE 11.11.9.0 by installing:

- JDK 1.8.x
- WLS 10.3.6
- Run RCU
- Software only install 11.1.1.9.0
- Run config.sh

However, config.sh reports an error at 50%:
