OBIEE 11g - Error After Connecting - Insufficient Privileges - "Access Home Page" - Error Codes: C64RS3Z2

The user makes sign-in OBIEE and is directed to page "analytics/saw.dll BIEEHome?" showing the following error message:
Insufficient Privileges. "Access Home Page"

The problem occurs sporadically in the production environment, it was not possible to interpret the cause.

Customer has applied Patch 17202752. as per OBIEE 11g: Error Sign In: Insufficient Privileges "Access Home Page" Error Codes: C64RS3Z2 (Doc ID 1614538.1) - but it did not solve the problem
They have also re-validated the catalog and refreshed the GUIDs - but this did not go successfully.
