OBIEE : Some Queries Do Not Get Logged in the Usage Tracking Table Or Get Logged One Hour Later (Doc ID 2100984.1)

Under certain circumstances some queries do not get logged in the usage tracking table.
Under some circumstance it is observed that queries are logged after one hour.

For example, if you run a query which returns many rows, and does not display all rows, the query does not get entered in the usage tracking table.
As a consequence if the server is restarted before the user queries for all rows, the query is also not entered in the usage tracking table.

What is the explanation of this behavior?
