Oracle Discoverer11g Fails to Configure when WLS PSU is Applied (Doc ID 2102720.1)

While running the Configuration Assistant to configure Discoverer the process fails while deploying Discoverer.
The below errors are seen in the install<time_stamp>.out:


After the install of WLS and Portal, Forms, Reports, and Discoverer(PFRD) product, WLS was patched with WLS PSU It is entirely possible that other WLS PSU patches could cause this same behavior. This is not normal install technique as it is not covered in the PFRD Install Guide.
