Symptoms
On OBIEE 12c, you are trying to create a custom skin/style for OBIEE 12c following the document:
Oracle® Fusion Middleware System Administrator's Guide for Oracle Business Intelligence Enterprise Edition
Section 17.9 Customizing the Oracle BI Web User Interface
OBIEE still doesn't read this custom folder, instead it is using blaf style and skin.
