OBIEE 11g: 'Act As' Functionality Does Not Respect Impersonated Users Permissions (Doc ID 2110627.1)

Symptoms

The 'Act As' functionality is not behaving correctly or as expected.

For example a user that is acting as or impersonating another user is able to create a new analysis from all subject areas; however, if this impersonated user logs in directly, he|she only has privileges for some subject areas.
