OBIEE12c: Unable To Start The obis1 System Component (Doc ID 2111778.1)

Symptoms

After completing OBIEE 12c installation the "obis1" system component cannot be started. Its status stays at "SHUTDOWN".

The following error appears in the obis1.out log file:
