OBIEE 11g: Create Prompted Link for a Dashboard Throws the Error obips.MetadataUtil is null or not an object (Doc ID 2112566.1)

A Dashboard contains no Analyses and only contains a Dashboard Prompt that sets a Presentation Variable.

(The use case for a Dashboard built in this way is that a user selects prompt values on the first page (where there are no reports) and then navigates to another dashboard / page which contains the reports.)

On "Create Prompted Link", the following error is thrown in a pop-up window:-

TypeError: 'obips.MetadataUtil' is null or not an object

For example, on OBIEE with SampleAppLite:-

1. New > Dashboard Prompt > Sample Sales Lite ... New > Column Prompt > Time.Per Name Year ... Options > Set a Variable = Presentation Variable > pv_year ... Save
2. New > Dashboard ... Add the Dashboard Prompt ... Save
3. Run the Dashboard ... Select a value from the prompt ... click Apply. Go to Page Options > Create Prompted Link ... See the 'obips.MetadataUtil' error is thrown

This issue is *not* encountered if an Analysis is added to the Dashboard, or if the Dashboard prompt does *not* set a Presentation Variable.

(This issue was only discovered when using the OBIEE 12c Baseline Verification Tool during the OBIEE 11g to 12c upgrade.)
