You have reviewed Oracle® Fusion Middleware System Administrator's Guide for Oracle Business Intelligence Enterprise Edition for OBIEE version 12c (12.2.1.0.0), section 16.2.2.1 Deploying Catalogs to Production.

This section does not seem applicable to OBIEE 12c and you are asking if you can migrate only a catalog from OBIEE 11g to OBIEE 12c.
