OBIEE 12c: Act As Not Functioning: This Functionality Has Not Been Enabled By Your Administrator

Symptoms
You are trying to configure the Act As component in OBIEE 12c.
The step to create the custom message template state that you need to make a backup of the original custom message file, but an original custom message file does not exist under directory:
$BI_DOMAIN/bidata/components/OBIPS/customMessages
Also you are seeing the following error: "This Functionality Has Not Been Enabled By Your Administrator" in Analytics when you click on Act As.
This error is also thrown due to case mismatch between user name as mentioned in DB table and case used for user id while logging into OBIEE
