OBIEE 220.127.116.11.0 - LDAP Users Not Getting Application Roles

When trying to upgrade from OBIEE 126.96.36.199.5 to OBIEE 188.8.131.52.0, users do not see Application roles as per user's LDAP groups.
The weblogic console shows correct groups are associated with the LDAP users and these groups are correctly associated to the roles in EM.
Expect correct roles to show in My account screen in OBIEE.
The issue can be reproduced at will with the following steps:
1. Login to OBIEE
2. Check My Account Screen.
