After installing a new OBIEE 126.96.36.199 environment with AD authentication, users could not login to OBIEE.
While attempting to apply Patch 21895214 per (Doc ID 2016571.1), the following error occurs:
OUI-67005:OPatch system modification phase did not start:
Patch "21895214" is not needed since it has no fixes for this Oracle Home.
