Clustered SOA Environment Throws Errors In Logs: "Cluster Communication Initialization Failed. If You Are Using Multicast, Please Make Sure Multicast Is Enabled On Your Network And That There Is No Interference On The Address In Use." (Doc ID 2120292.1)

Symptoms

You have deployed SOA in a clustered environment with Financial Close Management by referencing the following Oracle Best Practice tutorial.

You have started both Soa_server1 and Soa_server2 services via command line, but you're seeing the following multicast-related error messages in the soa_server#-diagnostic.log files: "Cluster communication initialization failed. If you are using multicast, please make sure multicast is enabled on your network and that there is no interference on the address in use. Please see the documentation for more details.[[java.lang.RuntimeException: Failed to start Service "Cluster" (ServiceState=SERVICE_STOPPED, STATE_JOINING)"

In addition, the soa_server2-diagnostic.log shows the following error message: "MulticastUdpSocket failed to set receive buffer size to 16 packets (1023KB); actual size is 21%, 3 packets (224KB). Consult your OS documentation regarding increasing the maximum socket buffer size. Proceeding with the actual value may cause sub-optimal performance."
