Symptoms
After configuring OBIEE (11.1.1.9) With Primavera Analytics r16.1 or later release versions:
Issue #1:
- Can no longer login to OBIEE (Analytics) with the WebLogic User.
Issue #2:
- Connecting to BI Publisher login page generates the following error: "Server not initialized. Please make sure the repository is ready."
The following errors are logged to the OBIEE managed server log files:

This issue is related to new installation and configuration of the PrimaveraAnalytics Catalog provided with the Primavera Analytics 16.1 release, not upgrade of an existing Catalog from a prior Primavera Analytics release.
