OBIEE Logon Fails when running McAfee Virus Scan

When attempting to run OBIEE with McAfee anti-virus scan,
the following error occurs.

Unable to Sign In

The issue can be reproduced at will with the following steps:
1. Run McAfee VirusScan on OBIEE server machine.
2. Have users login to OBIEE and test over a period of time.
