Symptoms
Account Reconciliation Manager no longer sends out email notification to users. The following error message is logged in soa_server1-diagnostic.log file.
ERROR

'404: Not Found' for url: 'http:/<server_name>:8700/soa-infra/services/default/ARMNotificationComposite/notificationprocess_client_ep?WSDL'404
You are able to reproduce the error message by either opening a period or closing a period.
In addition, you also see the same error message for failed instances in Soa's ARMAlaramComposite.
1. Login to EM Console (http://<server_name>:7001/em)
2. Go to Farm_EPMSystem->SOA->soa-infra (soa_server1)->default->ARMAlarmComposite
