OBIEE 12c: "Configure BI Failed" Error While Executing the Configuration Assistant (Doc ID 2133222.1)

Symptoms

While running the Configuration Assistant the process fails at 78% with the following error:

java.lang.IllegalStateException:
Action:BI_Configuration failed with error:Configure BI Failed with oracle.bi.bar.si.exception.ServiceInstanceLifeCycleException: Failed in running all the handlers during import service instance.
