Error received in 11g Desktop or Plus Trying To Connect as EUL owner - "You do not have access to End User layer"

When trying to connect in the Discoverer Desktop or Plus editions as the EUL owner (ex: EUL4_US) the following error is encountered -> "You do not have access to End User layer"
