OBIEE 12c: In A Two Node Horizontal Cluster, bi_server2 Managed Server State Stays In ADMIN Mode On Startup (Doc ID 2137896.1)

Symptoms

Installed a two-node OBIEE 12c cluster.
On node 2, bi_server2 managed server goes to ADMIN state after restarting it.
Even if the nodes are rebooted and services are restarted, bi_server2 remains in ADMIN state.

Changes

Issue started happening after configuring Active Directory (AD) authenticator in Weblogic Server.
Prior to configuring AD authenticator, all managed servers in the cluster were in RUNNING mode.
