Error "EPMLCM-13000: Service currently not available." when trying to expand HFM application from Shared Services.

Supporting error found in the following log on the Foundation server EPM_ORACLE_HOME\user_projects\domains\EPMSystem\servers\FoundationServicesX\logs\HFM\lcm\HFMplugin.log:
