OBIEE 11g: Presentation Server Fails To Start Changing Status From Alive to Init

OBIEE instance stopped working. The Presentation Server (PS) doesn't start changing the status from Alive to Init.
Also, root_startup.lck file keeps on appearing/disappearing.

The sawlog file shows the following error:




Applied patch 21440314 for 7.1.5 ODBC drivers and enabled SSO.
