OBIEE 11g: Presentation Server Fails To Start Changing Status From Alive to Init

OBIEE 18.104.22.168.160119 instance stopped working. The Presentation Server (PS) doesn't start changing the status from Alive to Init.
Also, root_startup.lck file keeps on appearing/disappearing.
The sawlog file shows the following error:
Applied patch 21440314 for 7.1.5 ODBC drivers and enabled SSO.
