Smartview* Install Fails with Error: "Unpacking <directory path> JBIPSProviderinstaller.svext failed ...Access to Path denied"

After installing SmartView* patch on a Windows 7, 64 bit, client machine which already had an older version of Smartview installed, an error is popping up when launching Excel and SmartView.

The error is:

C:\Users\"ActualUsername"\AppData\Roaming\Oracle\SmartView\Extensions\Packages\JBIPSProviderInstaller.svext failed:

Access to the path
'C:\Users\"ActualUserName"\AppData\Roaming\Oracle\SmartView\Extensions\Bin\JBIPSProviderInstaller' is denied.

This is happening for all the users after installing the patch.  The users do no have Admin rights on the PC.
