OBIEE 11g: Subject Areas are not Visible in the Smartview View Designer

A user logs into /analytics and goes to New > Analysis and sees a list of Subject Areas. She can also successfully execute existing reports (Analyses) that are built on those same Subject Areas.
In MS Excel > Smart View, the user can successfully execute those same reports (Analyses). However, if she invokes the View Designer in Smart View (for example, click on Catalog Root > Create New View), then the Subject Areas are not visible / listed. The left pane in the View Designer is "empty" and even the "[+] Subject Areas" heading is not visible.
