OBIA 11g: EBS GL Segment Hierarchy Has Missing Elements On Partial Full Load

Symptoms
Customer has issue with hierarchy table, They has fixed the similar issue, by executing the full load customer cannot afford to perform the full load every time
The hierarchy (tree filter) on a segment of the Chart of account was working fine but now we have a lot of missing elements and even if we do a correction in the eBS hierarchy, it doesn't update OBI when we run the incremental load.
